There is something weird with world-quests, the ones available on the map are not always "there", and completing other random world-quests (without a quest on the map) do not count towards this completion.
Can not advance paladin class campaign because of this

well to see more world quests you need progress in the story the more you see the more you will see and if everything is true for this quest the ones you see on the map count.
